This bill alters the voting rights of the student member on the Howard County Board of Education, which is a body responsible for overseeing public schools in the county and includes seven elected members and one student member. Previously, the student member was restricted from voting on a wide range of matters, including school attendance areas, property acquisition and disposition, school construction, architect employment, donations, condemnation of property, school consolidation and student transportation, employee discipline, budgetary matters, staff appointments and promotions, discipline of certificated staff, and collective bargaining for both certificated and non-certificated employees, as well as student suspension and expulsion. This bill removes many of these restrictions, allowing the student member to vote on most matters, with the exceptions now being limited to the appointment and salary of the county superintendent and the appointment and promotion of staff.
