This bill establishes the "Auto Theft Prevention Commission" within the department of public safety, though the director of public safety will not oversee its actions. The commission will consist of eleven members, including state officials like the superintendent of the Missouri state highway patrol and the director of the department of revenue, as well as individuals appointed by the governor representing law enforcement, insurance, the motor vehicle rental industry, and dealerships. The commission's primary role is to create a grant program to fund local law enforcement agencies and multi-jurisdiction task forces for preventing, reducing, and investigating motor vehicle and parts theft, as well as related crimes and fraud. It will also support prosecutors and promote statewide coordination in these efforts. A portion of the fee for original vehicle ownership certificates, specifically five dollars, will be transferred to a dedicated "Auto Theft Prevention Commission Revolving Fund" to support these initiatives, and this fund will not revert to general revenue at the end of a biennium.
