This bill prohibits the use of "public funds," which are defined as any money appropriated by the legislature or received by a state agency or local government, to pay membership fees, dues, or any other contributions to specific organizations, including the Environmental Council of the States, the Council of Chief State School Officers, the National Association of Medicaid Directors, and the Association of State and Territorial Health Officials. It also prevents public funds from being used for expenses whose main purpose is to participate in these specified organizations, such as travel, registration fees, or other costs for conferences or meetings they sponsor. The bill clarifies that "contribution" includes payments for membership benefits that aren't direct purchases of goods or services, and that "expenditure" covers various costs associated with participation. Importantly, this act will not affect any contracts or agreements made before its effective date of July 1, 2026.
