This resolution commends Russell Chambers upon his retirement in 2026 after a distinguished career as the utility plant manager of the Leesburg Water Treatment Plant. Chambers began his service with the Town of Leesburg's Utilities Department in 1996 as a utility plant operator trainee and steadily advanced through various leadership roles, including supervisor, superintendent, deputy manager, and finally manager in 2014. Throughout his tenure, he played a crucial role in the plant's growth, its adaptation to automation, and compliance with regulatory requirements, contributing significantly to the Town of Leesburg receiving numerous Excellence in Waterworks Operations/Performance Awards from the Virginia Department of Health for 21 consecutive years. The resolution expresses the admiration of the Virginia General Assembly for his integrity, dedication, and contributions to the community and the Commonwealth, and directs the Clerk of the House of Delegates to present him with a copy of the resolution as an expression of their esteem and best wishes for his retirement.
