Bill Summary

This bill classifies as an illegal contribution a contribution made to a candidate or candidate’s committee by a person who is not an eligible elector that resides in the state, or political subdivision of the state, that is represented by the office sought by the candidate, as reflected in the statement of organization filed by the candidate’s committee. By operation of law, a person who willfully violates the bill is guilty of a serious misdemeanor. A serious misdemeanor is punishable by confinement for no more than one year and a fine of at least $430 but not more than $2,560. In addition, the person may be subject to civil penalties imposed by the Iowa ethics and campaign disclosure board, including remedial action, a reprimand, and a civil penalty of up to $2,000 (Code section 68B.32D).
