This bill requires that all notices of liability, which are official documents informing someone they owe money for unpaid tolls, must be standardized in their appearance and the information they contain. Specifically, these notices must clearly state the monetary penalties for not paying tolls, including different penalty amounts for first, second, and subsequent violations within an 18-month period, as well as any additional rates, fees, or charges that apply to late payments. The bill also mandates that the notice must clearly identify the specific public authority responsible for issuing the notice and imposing these penalties. Furthermore, if an automatic payment method for tolls is disconnected or an electronic toll collection account is terminated, the public authority must notify the account holder in writing either before or at the same time they send out a notice of liability. This act will become law 120 days after it is enacted.
