This bill establishes specific criteria for municipal law enforcement officers seeking promotion within civil service systems, requiring candidates to first complete at least 40 hours of leadership training approved by LEPS (Law Enforcement Professional Standards). To be eligible for promotion, officers must then pass a written examination, which will count for 40% of their total promotional score, and undergo an evaluation by an external Law Enforcement Board, also accounting for 40% of the score. This board, composed of at least four sworn officers from an agency at least 90 minutes away, will assess candidates based on their responses to questions about police tactics, leadership, reasoning, and policies, with each question scored numerically. Finally, seniority, based on years of service and employment record, will contribute 20% to the total score, with all promotional criteria to be applied equally to all eligible candidates.
