This bill amends existing Utah law to define and address "transnational repression," which is defined as actions taken by agents of a foreign government or foreign terrorist organization against individuals within the United States, including harassment, threats, surveillance, financial coercion, or abuse of legal processes, with the intent to control the individual's behavior outside the foreign entity's direct control. It also requires institutions of higher education to inform international students about transnational repression and how to report it to law enforcement. Furthermore, the bill establishes enhanced penalties for criminal offenses committed by individuals acting as agents of foreign governments or terrorist organizations with the intent to compel or prevent certain actions by a victim, effectively increasing the severity of the crime. This legislation is set to take effect on May 6, 2026.
