This bill establishes statewide requirements for students transitioning into and out of alternative school programs in South Carolina, which are educational settings designed for students needing extra academic, behavioral, or social-emotional support. Key provisions include requiring school districts to develop written policies for these transitions, which must be publicly accessible and include annual training for relevant staff. Specifically, the policy must outline clear entry procedures, ensuring due process and providing parents with written notice about the placement. Upon placement, an "Individual Transition Plan" (ITP), a student-centered plan with academic, behavioral, and attendance goals, along with support services, must be created within ten instructional days. Student progress must be monitored at least every twenty instructional days, with parents receiving updates, and any changes to the ITP must be documented and shared. The bill also mandates clear, objective reentry criteria for students to return to their "home school" (the school attended before the alternative placement), prohibiting open-ended placements. Before a student returns, a reentry transition meeting involving school staff, parents, and the student (when appropriate) must occur to confirm readiness and agree on short-term reintegration supports. For the first thirty instructional days back at the home school, additional support will be provided. The bill also includes a mechanism for appealing reentry decisions and requires districts to report data on alternative school placements and transitions to the South Carolina Department of Education, which will then provide a statewide summary to the General Assembly. Existing provisions of the relevant article will be designated as "General Provisions."
