This bill allows for the creation of special motor vehicle registration plates for the Rhode Island Hockey Hall of Fame, a not-for-profit organization. These plates will be the same size as regular plates, designed by the Hall of Fame in conjunction with the division of motor vehicles, and approved by the Rhode Island state police. To obtain these special plates, a minimum number of prepaid orders must be met, and in addition to the standard registration fee, there will be a forty-dollar ($40.00) issuance surcharge, with twenty dollars ($20.00) going to the general fund and the other twenty dollars ($20.00) distributed annually to the Hall of Fame to support hockey in Rhode Island. For subsequent renewals, a ten-dollar ($10.00) surcharge will be allocated to the Hall of Fame, which must use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations and submit an annual accounting report. The bill also specifies that the original registration plates must be returned to the division of motor vehicles and that there will be no refunds for early cancellation of these special plates. This act will take effect upon its passage.
