This bill amends existing law to revise provisions regarding the School District Facilities Fund, which is a state fund used for the construction or renovation of school facilities. The bill clarifies that moneys from this fund must be used by school districts to replace property tax levies, meaning property taxes will not be collected for certain expenses covered by this fund. It also expands the allowable uses of these funds to include making additional payments on existing school facilities bonds and making payments on lease-purchase agreements for school facilities, in addition to previously allowed uses like paying existing bonds, supplemental levies, and facility levies, and for new construction, renovation, or maintenance. The bill also includes provisions for state fiscal years 2025 and 2026 to ensure school districts receive at least as much support as they would have through the bond levy equalization support program for certain qualified bonds. Finally, the bill declares an emergency and sets an effective date of July 1, 2026.
