This bill mandates elections for directors, trustees, supervisors, or members (collectively referred to as "directors") of county boards and special districts if their average annual budget or expenditures over the preceding five years is at least twenty million dollars ($20,000,000), and if these directors are not already elected and are appointed by county commissioners or another specified entity. These elections will begin with the 2028 general election and occur every general election thereafter, unless the district's average budget or expenditures fall below the twenty million dollar threshold or another law explicitly provides for their election. The bill also makes conforming amendments to various existing statutes to ensure these election requirements are applied to different types of boards and districts, such as airport boards, conservation districts, library boards, hospital boards, recreational facilities boards, museum boards, solid waste disposal districts, day care centers, and regional transportation authorities, with the changes taking effect on July 1, 2026, and applying to positions whose terms end on or after that date.
