This bill allows the Department of Public Safety (DPS) to enter into contracts with municipalities to provide law enforcement services, such as routine patrols, emergency response, and investigations, with the DPS able to charge reasonable fees for these services. These contracts, which can last up to 20 years, must specify that state troopers are supervised only by DPS employees and can be terminated with 24 months' written notice. The bill also grants state troopers the authority to enforce municipal criminal ordinances if the contract explicitly allows it, and it amends municipal powers to include contracting with the DPS under a new section, AS 44.41.075. Furthermore, the state will reimburse municipalities for a portion of the contract costs based on their population, with smaller municipalities receiving a higher percentage of reimbursement, and second-class boroughs receiving a 50% reimbursement, though these reimbursements are dependent on legislative appropriation. The Commissioner of Public Safety will be required to publish an annual report detailing contract activities, costs, staffing, and outcomes.
