This bill, an act to amend and add sections to the Government Code, proposes to make Native American Day, observed on the fourth Friday in September, a paid state holiday for state employees, contingent on the Department of Human Resources determining that sufficient funds are available. Currently, state employees can elect to use personal holiday credit for Native American Day, but this bill would establish it as a direct paid holiday in lieu of that election. Additionally, any state bargaining unit, which represents groups of state employees in negotiations with the state, will be able to negotiate for Native American Day as a paid holiday within their collective bargaining agreements.
