This bill, known as the Student Safety and Anti-Exploitation Act, enhances human trafficking safety and reporting protocols across California's postsecondary educational institutions, including the University of California, California State University, California Community Colleges, and participating private or independent institutions. Specifically, the legislation requires these institutions to incorporate human trafficking awareness into mandatory annual employee training by July 1, 2027, covering definitions like sex and labor trafficking, risk factors, physical and mental warning signs, and reporting resources such as national hotlines, while clarifying that an employee's failure to report does not automatically make the institution legally liable. Additionally, the bill mandates that campuses include human trafficking in their annual crime statistics records, establish official campus policies defining trafficking as a violation of codes of conduct, update written agreements with local law enforcement agencies regarding investigative responsibilities by July 1, 2027, and every five years thereafter, and ensure that campus security authorities promptly forward victim-reported crimes—such as violent crimes, sexual assaults, hate crimes, and now human trafficking—to appropriate law enforcement agencies as a condition of participating in the Cal Grant Program, a state-funded financial aid initiative for undergraduate students.
