This bill establishes a pilot program within the California State University (CSU) system to offer a joint associate degree in general education studies to former CSU students who have completed coursework equivalent to an associate degree but have not yet earned one, and this degree will be awarded at no cost to the student. The program, which requires legislative appropriation to begin by July 1, 2027, will initially involve CSU Long Beach and may include other CSU campuses, in partnership with community colleges or independent institutions that grant associate degrees. The Chancellor of the CSU is mandated to report to the Legislature on the program's effectiveness by January 1, 2032, and the provisions of this bill will become inoperative on June 30, 2032, and repealed on January 1, 2033.
