This bill requires awarding bodies or owners of public works projects to provide reasonable access to representatives of joint labor-management committees, which are established under federal law to help monitor compliance with prevailing wage and apprenticeship requirements on these projects. "Reasonable access" is defined as access that respects job site safety and security, including the use of protective gear, and does not disrupt work, with access to workers permitted during non-work hours. If a representative is denied this access, the joint labor-management committee can sue the awarding body, contractor, or subcontractor, and if successful, the court will award civil penalties of $1,000 for each denial, plus attorney fees and costs. This provision aims to strengthen oversight of public works projects to ensure workers are paid fairly and are properly trained, though it exempts certain educational entities.
