This bill requires the California Department of Education to create and maintain a publicly available online aggregate database of special education complaints filed on or after July 1, 2027, that allege a violation of the federal Individuals with Disabilities Education Act (IDEA), which ensures that children with disabilities receive a free appropriate public education. Before any complaint is added to the database, the department must obtain consent from the person who filed the complaint and redact any personally identifiable information. The database will include data such as the total number of complaints investigated by each school district, county office of education, or charter school (referred to collectively as local educational agencies), the number of complaints where a violation was found, and details about required corrective actions and their completion. This information will be updated and published annually by December 31st, but the bill clarifies that individual complaint files or written decisions will not be publicly disclosed to protect privacy.
