This means local agencies must consider whether a development project is removing or replacing an existing or previous use that also contributed to the need for that public facility. In such "redevelopment" situations, the bill mandates that the local agency must provide a fee credit or reduce the fee by an amount proportional to the impact of the use being removed or replaced.
