This bill, concerning the Public Employees’ Retirement System (PERS), which manages pension benefits for public employees, introduces new requirements for audits conducted by the PERS Board of Administration. Before initiating an audit of a state employer, school employer (including school districts), or contracting agency, the board must now publicly post the audit's purpose and scope on its website and send written notice to the audited entity. The audited entity then has three working days to forward this notice to any employee unions, known as exclusive representatives, that might be affected by the audit, and must certify they have done so. Within 60 days of the audit's completion, the audited entity must provide the names of any affected employees to both the PERS board and the exclusive representative, though the representative will only receive names of members in positions they represent. Finally, the PERS board will provide the final audit report to the audited entity, which then has three working days to send it to the exclusive representative, again certifying that this has been done. These provisions aim to increase transparency and communication regarding audits that affect public employee retirement benefits.
