This bill requests the Milton Marks “Little Hoover” Commission on California State Government Organization and Economy to conduct a study on modernizing vehicle registration in California, a process currently requiring vehicles to be registered and fees paid, with registration periods generally set by the Director of Motor Vehicles and requiring physical stickers on license plates. The study will specifically analyze the impact of eliminating these physical registration stickers, allowing the Department of Motor Vehicles (DMV) to issue or renew registrations for two years instead of the current one-year cycle, and permitting vehicle owners to make installment payments for their registration fees. The commission is required to submit a report on its findings to the Legislature by January 1, 2028, and this new article will be repealed on January 1, 2029.
