This bill establishes the Maryland Institute for Literacy and Equity, referred to as the "Institute," as a state-funded center dedicated to improving literacy across Maryland. Organized as a partnership between the University of Maryland, College Park Campus and Morgan State University, the Institute will conduct research on language and literacy to develop evidence-based practices, provide technical assistance to the State Department of Education and local school districts to enhance literacy instruction and intervention, and offer educational opportunities for students on effective literacy practices. The bill also mandates that the Governor include specific appropriations in the annual budget bill, starting with $1.5 million for each partner university in Fiscal Year 2028 to establish the Institute, and then increasing annual funding to the Institute itself, reaching $6 million per year by Fiscal Year 2031 and thereafter, to support its various functions including training literacy professionals, facilitating partnerships, analyzing data to inform decision-making, and promoting community awareness of literacy initiatives. The Institute is required to submit an annual report on its activities and expenditures.
