This bill, effective October 1, 2026, mandates that beginning April 1, 2028, manufacturers of menstrual hygiene products, which are defined as disposable or reusable items for absorbing or containing menstruation or vaginal discharge like pads, tampons, and menstrual cups, must prominently display a list of all ingredients on the consumer-facing packaging of their products sold in Maryland. These ingredients must be listed in order of how much of each is present, and the bill clarifies that "ingredient" refers to any intentionally added substance serving a technical or functional purpose, including fragrances and colorings, though manufacturers can protect the confidentiality of certain substances, such as those approved by the U.S. Environmental Protection Agency for confidential inclusion on the Toxic Substances Control Act chemical substance inventory, or those for which trade secret protection is claimed under federal law, or those generally recognized as safe by the U.S. Food and Drug Administration, by listing them by their common name.
