This bill requires the Public Service Commission, a state agency that regulates utilities, to create a plan for converting former fossil fuel power plants into natural gas power plants. As part of this process, the Commission must hold public meetings to gather input from various stakeholders, including consumer advocates, state energy and environmental agencies, utility companies, power plant owners, non-profit groups, and local governments. The resulting plan will detail the feasibility and costs of converting these plants, including who might own them, identify any legal or technical challenges and how to overcome them, propose a timeline that considers both customer costs and the reliability of the electricity grid, and suggest any necessary new laws. Finally, the Commission must submit this implementation plan and its recommendations to the Governor and relevant legislative committees by January 1, 2027.
