This bill, the Maryland Public Education Parental Partnership Act, mandates that by the start of the 2027-2028 school year, every county board of education must create a comprehensive parent and family engagement policy designed to give parents meaningful opportunities to participate in educational decisions and to help parents and schools collaborate on student education. This policy must be developed with parent input, establish a framework for a Parent-School Compact, offer technical assistance to parents, build school capacity for parental engagement, integrate with other laws, allow for annual parent evaluation and feedback, and be revised yearly to remove barriers to involvement. Beginning in the 2028-2029 school year, each public school will be required to develop a Parent-School Compact, which clearly defines the responsibilities of school staff, parents, and students in a student's education, including the school's commitment to high-quality instruction, parents' role in supporting learning, parents' right to know about educator qualifications, and the school's duty to provide ongoing communication with parents, all written in plain language and available in languages parents speak. Both county boards and individual schools will need to certify their compliance annually, and the State Department of Education will provide guidance and technical assistance to help them implement these new requirements.
