This report must identify affected schools, detail existing pedestrian and bicycle infrastructure, propose a safe route to school, assess any hazards or gaps like missing sidewalks or unsafe crossings, and suggest mitigation measures such as constructing new sidewalks or installing traffic calming features. Local jurisdictions are prohibited from approving these preliminary plans until the Safe School Route Report is reviewed and approved by the local planning authority and the county board of education, and they can impose financial guarantees or withhold building permits until necessary safety improvements are completed.
