This bill authorizes the Secretary of the Interior to approve the establishment of memorials at Antietam National Battlefield and Manassas National Battlefield Park to honor Wisconsin infantry soldiers who fought in the Battle of Antietam and the Second Battle of Bull Run, respectively, specifying which Wisconsin regiments are to be recognized for each battle. The Secretary will select the entities responsible for establishing these memorials, and their size, design, and inscriptions must be approved. Importantly, no federal funds can be used for the design, acquisition, site preparation, or installation of these memorials, and the Secretary can suspend memorial establishment if fundraising efforts are found to be misleading. Those establishing the memorials must provide annual reports on fundraising and progress until installation, after which the Secretary will be responsible for maintenance, with the option to accept contributions for this purpose.
