This bill establishes the West Virginia Youth Summer Employment and Career Readiness Program, administered by the Department of Commerce's Division of Workforce Development, to provide paid summer work experiences, internships, apprenticeships, and entrepreneurial exposure for youth aged 14 to 20. The program aims to improve educational and workforce outcomes, address youth out-migration and workforce shortages in West Virginia, and boost the state's economy by preparing young people for careers and incentivizing businesses. It specifically targets a "priority youth population" which includes youth from households receiving public assistance (like TANF or SNAP), those in or formerly in foster care, and justice-involved youth, recognizing they often face greater barriers to employment. The program will partner with private businesses, non-profits, and government agencies ("employer partners") who must provide matching contributions, and will focus on emerging job growth sectors, foundational skills, public service, and entrepreneurship, while coordinating with the Department of Education and other workforce development partners to align opportunities with labor market needs. Participants will be paid at least minimum wage, and the program is designed to not displace existing workers. The Department will report annually on program outcomes and expenditures.
