This bill amends the general business law to prohibit the importation, manufacture, sale, distribution, and use of adhesive-based rodent traps, commonly known as glue traps or glue boards, which are devices designed to capture rodents using an adhesive substance. The bill defines key terms such as "adhesive-based trap," "distributor," "exterminator" (a licensed pest control professional), "manufacturer," "person," "retailer," and "sell." Beginning on the effective date, it will be illegal to ship these traps into the state, and manufacturers, distributors, retailers, common carriers, and other individuals will be prohibited from bringing, carrying, accepting for delivery, delivering, or transporting them within the state, regardless of whether they are for commercial or personal use. Furthermore, after one year from the effective date, no person or entity will be allowed to sell, offer for sale, hold for sale, distribute, purchase, acquire, or possess these traps, nor will anyone be permitted to set, place, or use them to capture or destroy rodents. However, retailers and exterminators will have a one-year grace period after the bill becomes law to sell or use any adhesive-based traps they possessed prior to the effective date. The act will take effect 90 days after becoming law.
