This bill, known as the Lifeline Expansion Act of 2026, amends existing public service law to mandate that all telephone and wireless providers in the state must offer "lifeline service," a program designed to make telecommunications more affordable, to households whose income is at or below 200% of the federal poverty level. Previously, participation in the "targeted accessibility fund," which supports lifeline service, was voluntary for certain providers, but this act requires all providers and resellers of commercial mobile radio service (a type of wireless service defined by federal regulations) that are designated as eligible to offer lifeline service, along with every telephone corporation, to participate in the fund and extend this service to qualifying low-income households.
