This bill, known as the "unique abilities employment act," amends the civil service law to create a new section allowing school districts to employ individuals with developmental disabilities, which include intellectual disabilities, cerebral palsy, Down syndrome, autism spectrum disorders, Prader-Willi syndrome, and other neurological impairments. The bill permits school districts to designate up to seventeen hundred positions whose duties can be performed by these individuals, provided they are otherwise qualified. These positions will be classified as non-competitive, meaning they do not require a traditional civil service examination, and can be filled by individuals certified by either the employee health service of the department or the office for people with developmental disabilities as having a developmental disability. Importantly, employees hired under this provision will have the same opportunities to take promotional examinations as those in the competitive class, ensuring a pathway for career advancement.
