The office will facilitate partnerships between New York institutions and international bodies, develop early-warning systems for global health threats, and can enter into non-binding memoranda of understanding for technical cooperation, but it cannot engage in foreign policy or international relations, which are reserved for the federal government. Furthermore, the office is required to submit an annual report to state leadership detailing global health risks, cooperation activities, preparedness capacity, and recommendations for improvement.
