This plan, to be overseen by Pennsylvania-certified school counselors, must be systemically aligned from kindergarten through 12th grade and include components for vision, mission, goals, management, delivery of services, and accountability. A key provision mandates that school counselors spend a majority, aiming for at least 80%, of their working time on direct services (like classroom instruction, individual and group counseling, and interventions for at-risk students) and indirect services (consultations with students, parents, staff, and agencies), with no more than 20% dedicated to program planning and school support. The Department of Education will monitor compliance starting in the 2025-2026 school year and provide support to school entities.
