This bill establishes a new program within the Department of Health to create and oversee up to two "prescribed pediatric extended care centers" (PPECCs), which are non-residential facilities designed to provide supportive services to medically stable but medically complex children who require ongoing nursing and therapeutic care. These centers will offer a range of services including medical and skilled nursing care (such as ventilator management and medication administration), early intervention and developmental therapies (like physical and speech therapy), and other psychosocial and nutritional support. The Department of Health will be responsible for establishing standards for certification, staffing, health and safety, and quality assurance, and will have the authority to enforce these regulations. The bill also mandates that the Commissioner of Health report on the program's effectiveness and any recommendations by September 30, 2030, and the entire program is set to expire on March 31, 2031.
