This bill changes how the Town Clerk in Falmouth is selected, moving from an elected position to an appointed one. Specifically, the Town Manager will now appoint the Town Clerk, with the approval of the Select Board, aligning with how other town officials are appointed under the Town of Falmouth's Charter. The existing elected Town Clerk will become the first appointed Town Clerk, serving out the remainder of their elected term, after which all future appointments will follow the new process. This change also involves amending the Town Charter to remove the election of a Town Clerk and to explicitly include the Town Clerk among the positions appointed by the Town Manager. The bill also clarifies that the appointed Town Clerk will have all the legal powers and duties of a town clerk and will be placed on the Town's Technical Administrative and Management (TAM) Full Time Non-Union Salary Table, receiving the same benefits as the current Town Clerk.
