This bill requires that, effective April 1, 2027, every vehicle operating within the state for commercial purposes, known as operating in "intrastate commerce," must be permanently marked with a USDOT number, which is a unique identification number assigned by the U.S. Department of Transportation to carriers engaged in interstate commerce. The bill amends existing law concerning the driving of unsafe vehicles and inspections of motor carriers, expanding the definition of a "carrier" to include vehicles with a gross vehicle weight rating of 10,001 pounds or more, or those designed to transport a certain number of passengers, or those used to transport hazardous materials requiring placarding. While most commercial vehicles will need this marking, there are specific exemptions for vehicles owned by the state or its political subdivisions, certain hazardous material transport vehicles owned by cities or towns, transit-type buses, buses operated by the Rhode Island public transit authority, school buses, and vehicles used by professional driving schools for training. The bill also clarifies that the Rhode Island state police will manage inspector certification and training for motor carrier safety.
