This bill establishes the "youth justice innovation fund" within the state finance law, creating a dedicated fund of fifty million dollars to support community-based organizations. These organizations will receive funds to implement services and programs aimed at youth development and the prevention of youth arrest and incarceration, with a focus on individuals up to age twenty-five. The fund will be overseen by the state comptroller and the commissioner of taxation and finance, and monies will be disbursed by the division of criminal justice services for initiatives such as violence prevention, alternatives to detention and incarceration, and reentry, education, and employment programs. The director of the division of criminal justice services is required to submit an annual report detailing how the funds were used, including information on disbursements, recipients, award amounts, and the purposes of the grants. This act takes effect immediately and applies to expenditures made on or after April 1, 2025.
