This bill grants statewide juvenile hearing boards, which are local or regional bodies that handle offenses committed by minors, the authority to require a juvenile offender to attend a rehabilitative driving course as part of their punishment or "disposition" for an offense. This course would be operated under the supervision of a Rhode Island-accredited college or university, and the juvenile hearing board would decide if it's beneficial. The board can also order the juvenile to pay for the course unless they can prove they can't afford it. Importantly, the traffic tribunal, which handles traffic violations, will be responsible for enforcing these orders; if a juvenile fails to attend the course, the traffic tribunal can hold a hearing to determine if their driver's license or vehicle registration should be suspended or revoked. This change aims to provide a rehabilitative option for young offenders and will take effect immediately upon being passed into law.
