This bill establishes a $250 annual classroom supply stipend for eligible public school teachers in Iowa, starting with the school year beginning July 1, 2026, and continuing each year thereafter. An "eligible teacher" is defined as someone who provides instruction primarily in-person and is employed by a school district before the school year begins, according to the definition in Code chapter 284. School districts are responsible for identifying these teachers and automatically paying them the stipend through payroll or a separate payment, without requiring a request from the teacher. The stipend is intended to be used exclusively for classroom supplies and materials that directly support student learning, such as books, paper, technology, and curriculum materials, and cannot be used for personal items. Importantly, this stipend will be exempt from Iowa individual income tax. The bill also appropriates whatever amount is necessary from the state's general fund each year to cover these stipend payments.
