This bill authorizes the State of Mississippi to issue up to $700,000 in general obligation bonds, which are essentially loans backed by the state's full faith and credit, to help the City of Rienzi pay for additions to its city hall. The State Bond Commission, a group responsible for issuing state bonds, will manage the sale of these bonds and transfer the proceeds to a special fund called the "2026 City of Rienzi City Hall Fund." This fund will then disburse money to the city for the construction costs. Any remaining funds in the special account after the project is completed will be used to pay back the bonds. The bonds will mature within 25 years of their issuance and cannot be sold after July 1, 2030, with the entire act taking effect on July 1, 2026.
