Bill Summary

AN ACT To amend Part 3 of Article 1 of Chapter 3 of Title 46 of the Official Code of Georgia Annotated, relating to sale of electricity by facility generating electricity, steam, or other forms of energy for its own consumption, so as to provide for portable solar generation devices; to exempt electricity generation devices below 1,200 watts from certain requirements of interconnection and operation; to prohibit electric service providers from requiring certain criteria prior to the operation of portable solar generation devices; to limit liability; to prohibit the sale of electricity generated by portable solar generation devices; to provide for a definition; to provide for related matters; to repeal conflicting laws; and for other purposes.

AI Summary

This bill aims to regulate the use of portable solar generation devices, which are defined as movable photovoltaic devices with a maximum output of 1,200 watts that can plug into a standard 120-volt outlet, meet electrical safety standards, and are certified by a recognized testing laboratory like Underwriters Laboratories. It clarifies that these devices are primarily intended to offset a customer's electricity use and must have a safety feature to prevent energizing the building's electrical system during a power outage. Importantly, the bill exempts these portable solar devices from certain requirements typically applied to larger, permanently installed solar systems, meaning customers won't need a written agreement with their electric service provider, nor will they be required to get approval, pay interconnection or additional metering fees, or install bidirectional meters for these small devices. However, electric service providers are not obligated to purchase or credit customers for any electricity generated by these portable devices that exceeds the customer's own consumption, and the providers are not liable for any damage or injury caused by these devices.
