This bill strengthens penalties for false reporting to emergency services and for making harassing calls to 911. Specifically, it makes a second or subsequent offense of falsely reporting an emergency, or of calling 911 with the intent to annoy or harass, punishable as either a misdemeanor or a felony, provided the offender was 18 or older at the time of the prior offense(s). The bill also expands the liability of individuals convicted of these offenses to include not only the costs of an emergency response but also any property damage incurred as a result of that response. The term "emergency" is broadly defined to include situations that could lead to the dispatch of emergency vehicles, evacuations, or the activation of the Emergency Alert System.
