This bill, effective January 1, 2027, aims to improve access to prescription drugs for rare diseases by prohibiting health care service plans and health insurance policies from requiring prior authorization, step therapy, or other utilization review for drugs treating a rare disease, defined as affecting fewer than 200,000 people in the U.S., unless a biosimilar, interchangeable biologic, or generic version of the drug is available and prescribed. Prior authorization is a process where a health plan must approve a drug before it is dispensed, and step therapy requires patients to try less expensive drugs first before a more expensive one is covered. This bill, however, exempts Medi-Cal managed care contracts from these new requirements.
