This bill requires manufacturers of children’s diapers sold, distributed, or manufactured in California to publicly disclose all intentionally added ingredients—meaning chemicals added on purpose that serve a technical or functional role in the product—ordered by their weight. By January 1, 2029, manufacturers must host this ingredient list, along with each chemical's unique identifying Chemical Abstracts Service (CAS) number and its specific purpose, on a dedicated webpage, and they must also print this ingredient list and website address directly on the outermost packaging of diapers distributed or manufactured in the state, with the packaging requirement extending to all diapers sold in California by July 1, 2029. The Department of Toxic Substances Control, a state agency responsible for protecting people and the environment from toxic harm, is authorized to enforce these rules, adopt supporting regulations, and issue administrative penalties for non-compliance of up to $5,000 for a first offense and $10,000 for subsequent offenses, with any collected fines going into the state's Toxic Substances Control Account to help fund ongoing oversight.
