This bill requires manufacturers of children’s diapers—such as disposable briefs, underwear, liners, and wipes designed for infants and toddlers—sold, distributed, or manufactured in California to publicly disclose all intentionally added ingredients on a dedicated web page by January 1, 2029. These disclosures must list the ingredients in order of chemical or raw material weight, along with their Chemical Abstract Service (CAS) numbers (which are unique numerical identifiers assigned by the American Chemical Society to every chemical substance) and their specific purposes in the product. Additionally, by January 1, 2029, for distributed or manufactured diapers, and July 1, 2029, for all diapers sold in the state, the outermost product packaging must also list these ingredients and provide the website address for the detailed online disclosures. The Department of Toxic Substances Control—a state agency responsible for protecting people and the environment from toxic substances—is authorized to enforce these rules, and violators face administrative penalties up to $5,000 for a first offense and up to $10,000 for subsequent offenses, with collected fines going into the state's Toxic Substances Control Account to help fund ongoing oversight and implementation.
