This bill requires health care service plans and health insurance policies issued, amended, or renewed on or after January 1, 2027, to cover cervical cancer screening home test kits without any out-of-pocket costs for patients, provided they are ordered by a healthcare provider and align with recognized clinical guidelines. It also expands coverage for cervical cancer screening tests, including those using FDA-authorized or cleared self-collection kits, under these plans and policies, and mandates coverage for the HPV vaccine. For the Medi-Cal program, the bill ensures that cervical cancer screening tests and FDA-authorized home test kits are covered benefits starting January 1, 2027, also without cost-sharing, to the extent permitted by federal law. Additionally, the bill removes a previous requirement for specific billing codes to be added for sexually transmitted disease (STD) home test kits to be covered under Medi-Cal, the Family PACT Program (a state program for family planning services for low-income individuals), and the State-Only Family Planning Program, making these kits more readily available.
