This bill requires cities and counties in California to incorporate childcare needs into their general plans when they update at least two of their existing elements, such as land use, circulation, housing, safety, and environmental justice, on or after January 1, 2028. The goal is to ensure that every family has access to quality, convenient, safe, and affordable childcare, which can be achieved through various means like directing resources for childcare facilities, integrating childcare needs into planning processes, partnering with local organizations, involving employers and developers, streamlining zoning for childcare facilities, developing comprehensive childcare facility plans, allowing childcare in emergency shelters, and including childcare in public safety, hazard mitigation, emergency preparedness, and climate adaptation planning. The bill defines "childcare" broadly to include all licensed and license-exempt childcare services for children up to age 12, including those with special needs and from diverse backgrounds. It also clarifies that these requirements apply to all cities, including charter cities, and states that no state reimbursement is required for local agencies because they have the authority to cover these costs.
