This bill requires body art practitioners, individuals who perform tattoos, piercings, and other body modifications, to complete a human trafficking awareness training program developed and administered by the Department of Justice in consultation with the Office of Emergency Services (Cal OES) and the Civil Rights Department. This training, which must be conducted by an approved nonprofit organization at no cost to the applicant, will educate practitioners on recognizing and responding to signs of human trafficking, referring victims to resources, and reporting suspected cases to the National Human Trafficking Hotline. Existing law already requires body art practitioners to register with local enforcement agencies and complete other training, such as Occupational Safety and Health Administration (OSHA) Bloodborne Pathogen Training. This bill adds the human trafficking training as a mandatory condition for new applicants and requires those already registered before January 1, 2027, to complete it by January 1, 2030, or their registration will become inactive. Furthermore, the bill prohibits body art practitioners and facility owners from publicly disclosing personal identifying information of clients suspected to be victims of human trafficking, with exceptions for good-faith reporting to authorities, and limits their civil and criminal liability when acting in good faith to address suspected trafficking situations.
