This bill modifies the California College Promise program, which aims to provide funding to community colleges to waive fees for eligible students. However, this bill clarifies that a certificate awarded as part of a course sequence that leads to an associate degree will not disqualify a student from receiving the fee waiver. The California College Promise, administered by the Chancellor of the California Community Colleges, offers financial assistance to community colleges that meet specific requirements, allowing them to cover some or all of the fees for first-time and returning community college students who are enrolled full-time and have submitted financial aid applications like the Free Application for Federal Student Aid (FAFSA) or the California Dream Act application.
