This bill establishes the State Seal of Climate Literacy to recognize high school graduates who demonstrate mastery in understanding climate change and possess "green skills" or "technical green skills," which are abilities and knowledge related to jobs that reduce environmental harm, adapt to climate impacts, and promote sustainability. Participation in awarding this seal is voluntary for local educational agencies, which include school districts, county offices of education, and charter schools. To earn the seal, a student must complete at least two approved courses in climate literacy and a final experiential learning project focused on local climate change effects, which could involve capstone projects, internships, or community initiatives. Participating agencies will affix an insignia to the student's diploma or transcript, maintain records, and report data on awarded seals to the State Department of Education, which will then report to the Legislature. The bill also allows for distinctions for industry proficiency in technical green skills or for earning college credit.
