This bill requires the Maryland Department of Health to conduct an "in-state cost-of-dispensing survey," which is a study to determine the actual costs pharmacies incur when dispensing medications, at least every three years, starting in 2026. Following the completion of this survey, the Department will have six months to create new regulations that establish a "fee-for-service professional dispensing fee." This fee, which is the payment pharmacies receive for the service of preparing and giving out prescription drugs, will be directly based on the findings of the cost-of-dispensing survey, ensuring that the reimbursement reflects current operational expenses for pharmacies participating in state medical assistance programs.
